The New York State Office of Addition Services and Support (OASAS) oversees one of the nation’s largest substance use disorder systems, serving over 680,000 individuals per year. The FOS team was enlisted to provide facility condition assessment (FCA) services for ten OASAS facilities throughout the state, helping to ensure their mission of improving the lives of New Yorkers by leading a comprehensive system of addiction services for prevention, treatment, and recovery. 

Interestingly, all but one of the addiction treatment centers (ATC’s) are located on campuses belonging to other state entities including the NYS Office of Mental Health (OMH) and the NYS Department of Corrections (DOC) in converted or repurposed assets. The ATC’s have a unique relationship with each host campus and have various levels of connectivity in terms of infrastructure and maintenance. Some of the ATC’s are tied into central utilities like power, water, heat, or steam while others have separate and independent utilities. Each has a different relationship in terms of maintenance responsibilities with their campus. 

Part of our goal in this FCA was to document and understand how each system operated and how the maintenance teams worked in tandem. Often, we were tasked with understanding both legacy systems and how new systems had augmented or replaced the initial. FOS worked with each facility director to identify and document existing service contract relationships for a system level management document. The team documented the ATC’s life safety project management tasks and then associated the tasks with the responsible staff, department, and service contractors. 

The study identified deferred maintenance needs for the short and long term and is being utilized to develop a ten-year capital plan for OASAS. In addition to supporting a group whose mission is so important to NYS, we also enjoyed seeing the diverse landscape New York has to offer. The FOS team assessed facilities near Lake Erie, the St. Lawrence region, the Finger Lakes, Central New York, Manhattan, and Long Island. This FCA was contracted through our term contract with DASNY. We have additionally provided services to the NYS VA Homes, the NYS Courts, and various SUNY Universities under this contract with DASNY.
